At a media presentation behind the scenes at Gamescom 2013 with the CEO of Polyphony Digital Kazunori Yamauchi revealed to PlayStationer.net and other members of the press panel that Gran Turismo 6 DLC will be free to download.

When asked if the players will have to spend money on DLC content or, whether or not PlayStation Plus subscribers will receive free or discounted downloads, Yamauchi responded saying;

“For the Vision Gran Turismo cars we are actually planning to allow downloads for free”

Not all vehicles will be available at launch, however Polyphony will be releasing one to two of their Vision GT vehicles as downloadable content each month.
